Hall of Fame Issue(s)

Is there supposed to be a Hall of Fame in Rukongai or is it only supposed to be in Soul Society?

EDIT: I had picked to be a member of Rukongai, and I am able to view the Hall of Fame.

The Hall of Fame will only appear in the Capital City in the original Source Code.

do you return to Rukongai after viewing it there?

There is a Return to Rukongai option.

After clicking that, yes, I am able to return to Rukongai.
